The Office of the Revenue Commissioners, universally just "Revenue", has collected Ireland's taxes since 1923. For VAT it is the whole apparatus: it registers traders, receives every VAT3 return, pays refunds, publishes the rates rulings and audits the lot. If VAT has a counterparty, this is it.

Compliance: what contact looks like

Revenue works on a graduated model it calls compliance interventions. Level 1 is a nudge: a profile interview or a letter inviting you to self-review. Level 2 is a risk review or audit of specific periods. Level 3 is investigation territory. VAT attracts attention through patterns rather than randomness: refund claims out of line with your sector, returns that stop matching your VIES statements, or margins that drift from industry norms. Filing accurately and on time is genuinely the best audit protection there is, which is unglamorous but true.

Where Revenue helps rather than checks

It is easy to see Revenue purely as an enforcer, but most of its VAT output is plumbing that works: refunds under the unregistered farmer building scheme, the flat-rate addition machinery, postponed accounting at import, and phone and MyEnquiries support that will answer rate questions before you invoice rather than after. The Revenue Online Service, the portal where Irish businesses register for taxes, file VAT3 and other returns, make payments and receive Revenue correspondence. VAT filing is electronic for nearly all traders, so ROS is where VAT compliance happens.

How likely is a VAT audit?

Revenue selects most interventions by risk profiling rather than randomly. Late filing, refund claims out of line with your sector and mismatches between returns and VIES statements all raise the odds. Accurate, on-time filing is the most effective protection.
